Abandoned oil rigs could scrape carbon from the sky and store it in empty undersea reservoirs
This could be one reason to leave these rigs in the sea.

Wait, I have a better idea: Stop building new rigs, stop searching for new under sea oil reservoirs and pump them out in the first place.

It might be his intention to cause chaos in his term thinking a world in peace or an orderly society of US could resume the prosecutions in 4 years.
